Sergeant Robert Rookhuyzen, Washington County Sheriff Office

Robert L. Rookhuyzen is a patrol sergeant with the Washington County Sheriff’s Office. A graduate of Brigham Young University, he started his law enforcement career in 2001 with the Washington County Sheriff’s Office. He served as a Field Training Officer and a member of the Washington County Crisis Negotiations Unit. He was promoted to corporal in 2007 and detective in 2010. As a detective, he specialized in the investigation of child abuse and violent crimes. He was a member of the Washington County Major Crimes Team, responsible for investigating homicides and officer-involved shootings. In 2017, as a detective, he was awarded the FBI Director’s Award for Distinguished Service to Victims of Violent Crime. In 2020, he was promoted to sergeant.

Brief Overview:

Search warrants are vital to every investigator. Learn when they’re required and how to efficiently write affidavits to get that evidence you need for your case. This fast-paced and hands-on class is designed for every patrol officer/deputy/trooper, as well as new detectives. No prior search warrant writing experience is required or expected. The course is also a great refresher for anyone with limited search warrant writing experience.

After a review of basic search and seizure principles, search warrant concepts and how to obtain a search warrant, class members will write three search warrants (including one for Facebook) based on realistic practical scenarios. The instructor will provide feedback on affidavits and search warrants written in class. The instructor will also cover the process on how to obtain arrest warrants in Oregon. Samples of search warrants and affidavits will be shared. As part of the class, the instructor will review the electronic process of preserving and obtaining records from Facebook, Instagram, Snapchat and Tik Tok. Tips and tricks will be shared on how to execute search warrants at various organizations and web sites.

Oregon search warrant case law will also be discussed, including Oregon Supreme Court decisions in Mansor (and its impact on search warrants for electronic devices) and the more recent McCarthy (and its impact on mobile vehicle exception searches).

Students will leave the class with new confidence in their ability to apply for and obtain search warrants. Students will receive multiple search warrant templates and forms so they can hit the ground running writing search warrants when they return to their agencies.
